Solved windows 8.1 start screen can't rearrange apps

Hi,

I have a weird problem on my windows 8.1 start screen. When I right mouse click on app nothing happens. This way I can't rearrange any apps, can't add any of them to start screen to, nothing.. I can only open them. There is no menu after right clicking on any icon, there is no menu after clicking empty space surrounding icons. Please help.
 
thank you brink, I know I should... but I can't, I can't drag and drop them too. They all blocked, you can't rearrange them, on my raw administrator account (witch I've activated just few hours ago) all works fine. I just disabled UAC because I couldn't to write anything on my system drive (no option for creating text files etc.. only folders) and now I can, but that didn't help me with apps on start screen. I guess it's something with permissions but I have no idea what to do after disabling UAC, everything should be ok - but it's not.
 
switching account and then back worked!, thank you! rearranging is working now!

can you tell my one more thing, why I can't create text files when UAC is enabled? becose I want to have ability to use apps, but I need passability to write on my system drive. After right mouse click and then choosing to "New" (create menu - foders, files etc) I have only ability to create folder, and every time when I want to copy something to system drive I have prompt about admin permission. My account is a admin account so I don't understand this... my uac settings are the lowest that I can get (Never Notify Me)
 
Great news about your Start screen.

You are having a permission issue since you are trying to do this directly in system folders that are protected. Instead, files should be created and saved in your user folders (C:\Users\(User-Name)\Documents, Pictures, etc....).
 
hmmm "C:\", "C:\games", "C:\dropbox" are not a system folders, I remember using them without permissions issues, any suggestions?
