Windows 8.1 Software Protection service cannot start

I have tried all the solutions that are possible with Windows, and I haven't once gotten the service to work because of error 1058: The service cannot be started, either because it is disabled or because it has no enabled devices associated with it. Can anyone please help me? I have my Windows 10 reserved already, because I hope that OS will fix this problem. Everything to do with the Software Protection service is gray and I cannot do anything with it. I may replace the sppsvc.exe entirely with a retail 8.1's copy and see if that helps.

Swapping files is not advisable...
The cause could be AV blocking it, or some thridparty app...
Try verifying with the sfc /scannow and Dism /Restorehealth commands.
The service must be run from the Task (SvcRestartTask\Microsoft\Windows\SoftwareProtectionPlatform) as it needs NT Authority credentials.
