Windows 8.1 USB consistently disconnecting
My Windows 8.1 will stay connected to any of my Android devices, it rapidly connects and disconnects, sometimes so quickly the connection sound doesn't have time to finish before the disconnecting sound is played. I have my new laptop (Dell XPS 9530) about a month and I've spent several hours every week trawling through forums and search engines trying every solution I could find.
The consensus as far as I can see is that nobody wants to admit that the fault lies with Windows 8.1 when clearly it does!
Here is a list of everything I have tried:
(All with no other USB peripherals plugged in)
Tried different cables, all high quality Samsung genuine cables;
Tried different USB ports – I've tried all of them several times.
Turn off automatic power management –I've turn it on and off followed by restarts, still the same issue.
Tried this fix:

Tried this, buy my Regedit does not have the EnhancedPowerManagementEnabled option.

Tried newest Samsung drivers with and without Kies.
Re-installing USB controllers
Everything works fine on my other W7 laptop, it is definitely down to Windows 8.1! I know this because even when I run an OS in Vmware and forward the USB connection to my virtual drive, it NEVER disconnects!
The worst thing is I'm an Android developer, and after having bought the most expensive laptop I'v eever owned, I can't run or test any apps because it can't do something as simple as hold onto a USB connection for over a few seconds at a time!
If anybody has any other ideas as to what I can to fix this I would be extremely grateful, after wasting so many hours trying to find a solution I've fallen behind on my work and I can't afford to keep up this banging my head against the wall,retrying solutions that don't work.
In the meantime, when I need to test and app I have to resend my code to my phone/tablet over and over in the hope it reaches the device in one of the small windows of time that it stays connected, all the while putting up with the annoying connect/reconnect bleeps!
