Win 8.1 upgrade, some apps can't access internet

I upgraded my Acer Aspire One netbook from Win 8 Pro to Win 8.1 via the Store. The upgrade went smoothly and it appears that my files and installed apps are all intact. However, IE 11 can't access the internet, can't display any web page. FireFox and Chrome work fine. Metro apps (including the Store) report that they can't find a connection to the internet and tell me to make sure my computer is connected.

I can access shares on my network although Windows Explorer reports that I am not connected to a network.

I've tried wired as well as wireless connection to my router with no difference. I tried turning off/on the Firewall.

I tried running netsh winsock reset from a command prompt and restarting which had no effect.

Any ideas?

I was able to get all the important updates downloaded and installed from Windows Update via wifi.

I tried running the SFC and it reported that it didn't find any file integrity issues.

I see that if I bring up the Networks panel and right-click on my wifi connection, I don't get the context menu with the selections for Turn sharing on or off, Set as metered connection, View connection Properties, etc...

I ran the "Windows Store apps" troubleshooter which said it detected and repaired some issues but nothing changed, IE still can't display any web pages, Metro apps still can't access internet. FireFox and Chrome still work fine.

I think I'm about done with this upgrade nonsense. Think I will just do a clean install of 8.1 using the ISO.

Did a clean install via the ISO and everything seems to be working. I do need to reinstall my programs but that will probably take less time than I spent trying to get the upgrade working.

As a general rule, I always do clean installs but took a chance on the upgrade path, probably won't again in the future.

That's good news. I usually fresh install too, but I decided to take a chance on the upgrade. Mine went without a hitch. A few minor tweaks afterward but, everything runs great.
