Will W-8.1 allow a user to revert back to W-7 like W-10 will?

A while back I did a W-7 to W-8.1 migration.
While I was doing it, I believe / think I remember being asked if I wanted to Migrate:

everything; the W-7 O/S, the Software Programs and the User Data.
or
Just W-7 O/S and the User Data
or
I am unsure of this one, if it exists.

What I would like to do is migrate from W-8.1 with just User Data.
Then format the Drive where W-7 was.
Then cause W-8.1 to do a reverse migration, reinstalling my old W-7 O/S and User Data.

This would in effect, eliminate any Third Party Software from the original W-7 O/S Drive.

If W-8.1 can do a reverse migration, I would really like to give it a try.
Due to the time involved and the complexity, I thought I would ask first.

Can or does W-8.1 have the ability to do a reverse migration, like W-10?
