Why is the text on my desktop icons blurry?

When my desktop background picture is black, the text looks fine. But when its a lighter colour, for instance blue, the text becomes all fuzzy and hard to read. When its a white desktop picture, the words are completely invisible. Any solutions? I have posted screenshots below.

It really helps if you fill in the "My System Specs" section, or telling all of us, what type of monitor device you are using, what video card, etc.. If you are using an HDTV, you have to use the GPU software to tweak things like Overdrive, etc..
