Please install a program or, if one is alreadyinstalled, create an association in the Default Programs control panel.* Do you know what could cause this problem? Thank you.
Why can't find Defragment and optimize drives in Windows 8

Try right clicking on the drive in File Explorer>>click properties>>tools tab>>see if Optimize Drives shows up there, and can be used.
