I hate reading threads like this.
Here in South Africa, and living in a small town about 200 km east of the Mother City Cape Town, the maximum ADSL speed available is 4 Mbps
I usually achieve a "high" DL speed of just over 3 Mbps.
To add insult to injury, my monthly data cap is a measly 20GB.
If I exceed that I am throttled to 2 Mbps DL, until the new month starts, when my speed will be reset to a max of 4 Mbps

@Atomcrusher - I know what you're saying. Until recently, I also hated these threads as I lived just 30 miles south of the Silicon Valley in California (home of tech giants such as Apple, Intel, AMD, Oracle, HP, etc...) yet the best internet connection I could get maxed out at 4Mbps. On top of that, I was paying $138USD per month for it. Thankfully, I didn't have the datacap that you have.

@Samuria - Wow! I can't imagine having a connection that fast, it wasn't long ago that I had a connection that topped out at about 4.5Mbps. I currently have a connection that hits 90-120Mbps and can't really use all that bandwidth. What benefit do you get from a connection that fast?
