It's a Microsoft print to file version, like a PDF.
Say you want to print a web page in your browser to keep a copy(of instructions or whatever), but not print it to paper, and just have a digital copy, you can choose between XPS or PDF generally.

I did some more looking around on my system setup, and it seems, that since my Windows 8.1 is a Hyper-V virtual machine inside of Windows 10, I get the option through a redirect.

You may need to try installing a 3rd party PDF reader, like Sumatra to do it: Download Sumatra PDF - a free reader
