Weird icons in right click menu

Hi, I use Windows 8.1 9600 build and I noticed that right click icons are looks weird I dont know how to exain them but here is the screenshoot.I want to know why are they so ugly and is this going to be fixed??My ssystem is on another language but look at the mail icon and dvd rw icon it have some weird black frame around.Other icons like documents icon and printer icons are normal.

That looks to me like a Color Quality issue, a problem caused by high-quality icons when the display color settings are 16 or 24-bit instead of 32-bit.

Right-click on the desktop, click "Screen Resolution", then click "Advanced Options" in the bottom-right. Click on the Monitors tab and check what the "Bit Depth" is in the drop- down menu at the bottom. If it is set at either 16-Bit or 24-Bit, change it to 32-Bit, apply the settings and see if that changes anything (you might have to restart your computer)
