Upgrading corrupted 8.1 to Windows 10

Hi everyone. A friend of mine has given me his old Asus desktop PC to have a dabble with. Sadly, the 8.1 OS refuses to come back to life. I can't, refresh or clean install and all of the System Restore points are toast. I was thinking about putting Windows 10 onto the machine after reading that the free upgrade offer was working. How can I get around the fact that you need to upgrade from a boot USB drive from within Windows 8 1, when it won't boot?

I can't, refresh or clean install and all of the System Restore points are toast.

To clean Install you have to boot from USB Media via the BIOS Boot Menu

Many thanks. Do you have any screenshot of what this looks like? Sorry for being stupid! Where can I find the correct OS, as well? I didn't realise there was so many different versions of the same OS!
