Solved Upgraded from 7 to 8.1 now cannot activate 8.1

I had a major problem with my Toshiba laptop due to a virus and had to wipe the hard-drive and clean install it. It originally had Windows 7 Professional OEM:COA installed as this is what it came with. As I had a clean hard-drive I decided to put windows 8.1 as I already had the disk. I installed 8.1 and used the key it came with. No problems with installing or using but will not activate. I have checked with showkeyplus and it has told me Windows 7 OEM marker present in firmware. I still have the windows 7 key which is still on the sticker on the bottom, tried using this but also to no avail. Any ideas what I can do.

In Windows 7, you could enter SLUI 4.EXE to get the phone activation window. I think that still works in 8.1.

Thanks for the help and advice. Eventually after no success with telephone activation, phoned Microsoft. They took remote control of laptop and sorted the problem and activated windows. Apparently the virus had managed to mess up the recovery partitions as well. So for once Microsoft came good.
