update win 8.1 from win 8 without windows store

hello i have update win 8 to windows 8.1 via windows store.i noticed today when cliking pc settings-restore &recovery-advance startup the option refresh and restore option isn't enable anymore.i see only these options:
1)shut down 2)logoff 3) advance startup.in microsoft community told me that if i dwonalod win 8.1 with windows store maybe the refresh -restore option isn't enable anymore .is that true?
1)can i downlaod win 8.1 without windows store?
2)with win 8 i choose refresh option or automatic repair by itself.now i need a disk for this job?sorry for my bad english

you can download windows 8.1 setup media > http://windows.microsoft.com/en-us/windows-8/create-reset-refresh-media
you can choose to upgrade to windows 8.1 by running Setup.exe from within windows 8
or you can boot from the setup media and do a clean install of windows 8.1 (preferred method)

either way you will knock out the factory windows 8 recovery options

on-disk recovery is an OEM feature as windows does not set up the required image partition or capture the recovery image - so the setup media disk is required..
unless you create a recovery image and a recovery partition..
