Unable to share drives across home network

I have 2 machines connected via my router/hub (wired). One is running Windows 8.1 and the other Windows 7. Previously I had them sharing perfectly until I did a reinstall of Windows 8 (upgraded to Windows 8.1). I get this message on both machines whilst trying to access shared drives (permissions enabled to read, write, modify for all users):

I have a local account on the windows 8.1 as per previous installation. I have checked all the usual sharing settings and they are the same as in the previous working installation on both machines. I have left the homegroup and created a new one on the windows 8 machine and rejoined on the windows 7 machine all to no avail. I have read posts here but none seem to help. Any other suggestions would be appreciated. Thanks.
 
OK - I now manage to access a shared drive on my Windows 7 PC from Windows 8.1 - read write etc. all good ( found that encryption setting on Windows 8.1 was wrong 2.jpg.
However cannot do the same for the Windows 8.1 machine from the Windows 7. Can't see what I am doing wrong?
 
It should not matter whether it is set for 40-56 or 128. Only if you were using say Win2k or Win98, then it would need to be set to 40-56.

Usually what happens is that the computer does not receive from the router, what devices are connected to the network. So the computer can not update it IP/Routing table.

What is the manufacturer & model of your router. Also are you running any Third Party Internet Security software on the computers?

For drive sharing it's required to enable sharing through the sharing tab of the drive but more importantly you need to enable sharing for Everyone via the Security tab as well.

I am running Kaspersky but have tried switching off - no luck. My router.hub is BT Hub 5. Sharing is enabled both through the sharing tab and security to allow Everyone. As I have said my settings worked on the old windows 8 - problems only started to occur when I updated to windows 8.1 with a fresh install.
 
See what 8.1 is stating about Firewall. Try turning off the Firewall on all computers.

The only thing I can access from the win 7 machine on the win 8 machine is the 'Users' folder but no shared HD's. They all come up with the permissions access message.
 
What does it show under Security for that folder and the others? Also in Computer Management in Administrative tools, what is it showing in Shares? Try the following three commands. You have to reboot after you do the last one in the Command Window as Administrator. Disregard any errors that come up.

netsh winsock reset catalog
netsh int reset all
netsh ip reset c:\resetlog.txt

You can also try the same settings from the root of assuming C: drive although it should definitely be working from the C:\Users folder as well.

I've helped people out with these same drive sharing procedures hundreds if not thousands of times and they have worked in every instance so I suggest trying from the root of the drive and maybe you will have better luck.

Be sure and enable the Advanced Sharing settings on the Windows 8 machine as well. There is more than one category you need to check, you may need to enable the Network Discovery and Sharing settings on the Private network, All Networks and the Public network settings, I suggest you check all three.
