Solved Turn Windows Features On and Off screen empty

Hello:
I am trying to disable Windows Media Player in Windows 8.1.

From the "Programs and Features" page I click on "Turn Windows Features
on and off" from the upper left. A screen opens up but it is completely empty.
I try clicking on the help button on the upper right of this screen but a new page
appears saying , "We can't find the topic you are looking for."

If anyone can tell me how to get the "Turn Windows Features On and Off" screen
to populate so I can disable Windows Media Player I would greatly appreciate it.

Thank you for your prompt reply Brink.
I did change my Windows Modular Installer to automatic.
I was able to to access the Windows Features or the Turn Windows Features On or Off, through, the Control Panel by typing optionalfeatures.exe in the start search box. The screen was populated and I successfully disabled Windows Media Player.
