Trying to clean install Windows 8.1 Pro with key simultaneously onto new SSD without any OS.

My optical hdd is bricked without recovery disks. HP Pavillion p7-1446 Windows 8.0. I bought SDD to replace bad drive.
I need to install upgrade to Win 8.1 Pro with key onto new sdd without any OS.
I have succeeded with partial installation until I get the MS error message of 0X80070714.
I don't understand if it refers to missing files of the Win 8.1 Pro .iso file I downloaded to USB 8G thumb drive or other files such as drivers to SDD that may or may not be formatted correctly for this install.
Can anyone help please?

I think your best bet is to go to another computer, download the ISO for Windows 8.1, and create an install DVD for this computer. Then install from the DVD to your new SSD.

I've downloaded the identical iso file to DVD from working 2nd pc in house.

Went to bios on bad pc and changed all settings to default, then switched from SSD first to what is called USB floppy/CD to be the first.
At one point in my first attempt to install from USB I changed my bios boot security settings to Legacy and am not sure if that is required.
I have also "messed" with my new SSD and am not sure if it is ready to install a new OS onto or not. The new SSD might be needed to be confirmed to be ready for use first of all above all else?

There is no recognition of this new DVD to be able to boot from at start up. Message says no boot disk detected.
I put this DVD back into 2nd working pc and it shows volume label I've created and file size etc...
I really would appreciate more advice with the pretense that I know absolutely nothing about how to do this but am absolutely capable of performing each and every task as instructed to achieve my goal using a Step by step method.

My guess is that when you changed the BIOS settings back to Legacy, that messed things up.

Go back into BIOS and fix your settings there to put the DVD drive ahead of the hard drive in the boot order. And if it's a USB DVD drive, put "external device" (or whatever it's called) ahead of the hard drive in the boot order.

Excellent tip! I had anyway gone to bios and changed the boot order yet there was no apparent attempt to load from there where I at least expected to hear the drive mount and spin but instead went straight to black screen error message of nothing detected.
I have concerns that new ssd may not be prepared correctly. I don't know how to verify if it is correct.
