Solved Troubleshooting Help? Win 8.1 programs slow/ unresponsive

Alright, so I'm a former IT Systems Analyst (Glorified tech support junkie).

As such, I've built my family's computers, and exist as the home IT/nerd. My girlfriend's computer is the byproduct of a Windows 7 HP system's components being migrated to a new chassis and upgraded motherboard. Processor and RAM are from the HP. The HDD is a Hitachi Deskstar 250GB I picked up from a spare parts store, and the original WDBlue 1TB has been plugged into the board as a second drive to provide access to the original files (documents, etc.).

But lately, the computer has been running slowly, with Word freezing up, not responding, and even crashing on occasion.

Windows seems to be running normally, but other programs, (including Chrome) seem to be extremely slow to respond to interaction. My girlfriend wants a new computer. I would like to fix it without spending incredible amounts of money on a new machine.

Think be best to try to list all components here,make and model, amount of hardware and RAM type processor and speed, for us to know exactly what is in there first ,as only listed HDD as Seagate 250 GB,( RPM of Drive ?) Chrome can be resource hog a bit for a browser, how is IE ?
First rule check amount of startup and running processes.

I ran AOMEI Disk Monitor and returned a drive status of 17% for the 250GB drive.

Update: 250GB drive has been cloned to a new Seagate Barracuda 250, all files have been cloned over, bit-for-bit with Clonezilla!

Seemed more like Partition managing software, well could of tried this at the time too, see already changed the drive. Even run chkdsk.
