Taskbar won't change colour

The other day I changed my desktop background and then went to change the window border & taskbar colour to match. The window borders changed to the new colour, but the taskbar has stayed the same. So now my window borders and taskbars are actually different colours. Does anyone know how to fix this or why this is happening? Any help is appreciated.
 
In Windows 8 you could change the color of the taskbar with registry hacks, its not needed in 8.1.
Control Panel > Appearance and Personalization > Personalization > Color and Appearance. There you will see the option to change your borders and taskbar. If you have already tried this, try resetting your personalization settings back to default, rebooting your computer, and attempt the change again.

The Windows taskbar is also translucent by default, so, depending on the color and brightness of the background, the variables are many.
