Startup Settings doesn't show up no matter what method I use

I tried to access it via Settings > Update and Recovery > Recovery > Advanced Startup. After clicking that Startup Settings, it reboots but straight to desktop, it doesn't show me the Startup Settings.

I tried the pressing F8 key method through Windows Boot Manager but that didn't work as well. When I press F8, it just goes to desktop directly.

Are there any ways to access that settings? I'm just trying to disable driver signature enforcement.

As far as I know, the new (Windows 8+) boot menu cannot be called easily by pressing F8 because it is intended to appear only after system failure. You can restore the old-style boot menu like it was in Windows 7. Run the cmd.exe as administrator, then input
BCDEdit /SET "{Current}" BootMenuPolicy Legacy

Have you ever in the past on this machine been able to boot into safe mode, has it worked before? It might help to know if something is broken and you're trying to fix it?

Do you have your installation media, use it to boot or perform a recovery. Do you have a restore point that you can go back to, it sounds like you have a corrupted install - possibly.

Also, if nothing so far is working for you, you may want to try msconfig.exe to boot into safe mode.

Can I install a driver in Safe Mode? I think I can go to Safe Mode. It's just the Startup Settings I can't go into.

I can go to it but when I press F8, Windows just starts normally.

Sometimes this is the only way to get into a system to perform work.
