Starting computer has bypassed normal login process

I've just had a panic call from a friend. Booting his PC would normally take him to the user name/password screen. Tonight it has gone straight to Windows 8 but all of his normal programs/icons/favourites have gone. Umpteen restarts do the same thing. While taking him through the user access screens over the phone, it seems his username/account is still there. He says there is no switch user/log off on the start/shutdown button.

Any suggestions what may have happened and how to resolve this?

While I have no idea of possible causes, can the user F8 into Safe Mode, then into Safe Mode with Networking?
