Sound Effects not Playing

Whether its plugging in a device or notifying me of new mail in Thunderbird, none of my sound effects are playing anymore, this is a new issue too, probably in the last 24-48 hours. The thing is, I go to the Sounds settings and all the files play fine. I'm having no luck finding help online as all the issues I get are sound effects refusing to STOP playing?
