Software App will not open

My genealogy software app was working until a couple of months ago and will not open now in Windows 8.1.
I have uninstalled it and reinstalled it again and it still will not open.
I tried it with Avast and windows Defender disabled and it still will not open.
It will open in Safe Mode.
