Right click it & click Properties & Unblock it & right click it & choose Run as administrator.

That worked and fixed it. but now the system seems to run slower than before.

Usually if I just right click on the desktop and hit refresh, it goes away. :)

Worked like a charm thanks!!! Also i ran a performance check on it and it came back with this was wondering if you could tell me what the failure was and how to fix it?

Looks like a hard drive error. What does SMART report? Clear logs and see if it shows up again.

Smart checks out everything is "Good" I also ran a Hard Drive test and it passed as well and fixed 2 errors. Report still shows the same failed event. What is Abnormally Terminated Services check? That is what failed.. The HDD was so active was because i was running Windows Defrag during the logging process.

What does the blue "Related" hot spots bring up?

If I'm understanding correctly when I click the link below it it brings me to here.

Start, stop, pause, resume, or restart a service: Management Services

It don't bring me to a answer. But I did a Google search of Abnormally Terminated Services Check and I read several things that point to running command (sfc /scannow) and the DISM / Restore Health which I did but it presented the same error. Never did find out what it actually means.

@ David Bailey.. Thanks for the feedback
One more question please - is is acceptable to continue using my browser, or other programs such as Word, Excel, etc, while those commands are running?
Or is it better to just let them run, and complete, with no other programs running on my PC?
I ask this because they take a long time to complete on my PC
