SFC /scannow can't fix all problems and DISM hangs at 40%

SFC /Scannow can't fix all the errors on my Windows 8.1 installation. I repeated SFC several times as I know it sometimes needs multiple execulations to solve all problems. But no luck.
I've tried running Dism /Online /Cleanup-Image /RestoreHealth which is a fix for the first problem. But that hangs at 40%.
Lots of people have had this problem - generates plenty of hits on Google but nothing obvious to do.
I wanted to post here as a last resort. Any ideas?
I've been trying to attach the log in several browsers but no joy.

From the instructions you linked to, I wasn't able to find the Unblock option - i.e. "Step 2: Right-Click IMAGE_HEALTH.CMD > Select Properties > Select Unblock" Do you think this is a problem? I usually remove all types of user restrictions so depending on what this is, I may have already disabled it.

Edit - Noticed that Unblock is a button. Stupid me! Clicked on it and trying again.

It's been 25 minutes now, so well over the 5-10 that the tool mentions. But it's still sitting there..... This machine has a large number of hard drives could that be anything to do with it? The Windows installation is normal on the C drive though.

Edit - Its been sitting there doing whatever it's doing (or most likely hung without error msg) for an hour. Time to give up?

I just wanted to get this installation into shape before trying Win10.

Edit - I'm now trying Repairfrom Source instead. Option 3....

should allow the program to finish - even if you have a full HDD...

Try option 3 and mount the windows 8.1 Install.wim

Getting error message about not finding the files that are needed.

If option 3 finishes with that message - then the payload (files) came thru and from windows update..
 
I'm not getting anywhere with this. I've managed to resolve SFC s reported problems before, but this time it seems beyond help.
It's not causing any actual problems though.
