Solved Settings & Files Blank in Charms Bar

I've been reading and searching for a few days now, and can't seem to find an answer (or not stating my question correctly).

I was running Win. 7 Pro and used the online purchase to upgrade (which I think turned into a Clean Install?) via .iso file.

I'm pretty sure there was content in the Settings and Files screens? It should have listings?

I lost the Apps as well (blank). I KNOW they were there, so I did a Refresh.

All Apps came back, but Settings and Files are still blank.

How do I get them to populate?

THANK YOU for the speedy reply! Apologies for the delay in getting back...

I think I'll try the IE route first and will report back.

ONE thing I wanted to run by you first, after the install I did NOT remove the install disc. When it booted back up, I got an error screen and it gave me options to use 7 or 8! Don't know what I did wrong, but I was able to get back into 7; now 7 is totally gone (but I have a windows.old file). :o

Once I got back to 8, I installed Classic Shell and decided it was horrible--so I uninstalled that and rebooted. That seems to be when the problems started.

Addition--here is the error I received AFTER the install and was asked to restart machine:

Adminstrator: X:\$WINDOWS.~BT\WINDOWS\system32\cmd.exe
A winpeshl.ini file is present, but no commands were successfully launched.
This could be caused by incorrect formatting or an invalid executable name.
Please consult the documentation for more information.
X:\$WINDOWS.~BT\WINDOWS\system32>

I've searched, but not really come up with anything useful that pertains to Win. 8.

I had Administrative Command Prompt installed in Win. 7, but have not put it back in for Win. 8.

If I can provide more info, pls. holler. TIA!

What heppens when we get this in the pc settings?

Update--scannow came up with zero errors and nothing to be fixed. :(

At this point, should I try scannow from Boot? Or just do a Clean Install all over?

I AM FURIOUS! Went for the Clean Install, and still no Settings or Files!!!!

Is something turned off? I'm just at a loss here.

What is stopping those 2 menus from loading?

Edit--I'm out of ideas, so maybe the .iso DVD file is corrupted? I'm burning another on other machine (new copy), and will try a 3rd Clean Install...

Clean Install just completed from another disc from another machine, same result!

I'm beat, so guess it will back to Win. 7.

Can I get a refund from MS? :(

Have you installed the drivers for your video card? Are they Windows 8 drivers?

Thanks for the reply...I did have everything installed, working from the list of items from the 8 Advisor and what was deleted in the first Refresh.

I looked through some of the tutorials on the site, and on YT...and apparently I've been looking for something that isn't there and supposed to be that way!

When I go to the Search icon on the Charms Bar, App listings are there, but Settings and Files have blank menus. It's supposed to be that way for Searching?

Boy, is my face red. :o
