Runs great but desktop lag gets annoying, need help

Hi, I have 8.1 running great on my PC, but it randomly has desktop lag not while playing games.

My system is a MSI Z390 mobo
I5 9400F cpu
1660 video card.

The lag can sometimes stay until i reboot and other times it is just a couple minutes

I have done the polling rate on the mouse with no change.

Also done the nvidia scaling to GPU, made a hell of a difference on performance but not lag.

Any help appreciated please

SSD or Spinner? Is the RAM maxed out?

Have you done any registry tweaks?

If you were not across the pond, I'd just say, "Bring it on down here, and I'll tweak it out for you", but......

Getting the best out of a computer is what I've been doing for over 4 decades.
I have 10 PC's, and none of them LAG.
And, most of my PC's were given to me as "Broken, and beyond repair".

Answer my first three questions, and I'll know how to proceed.

Thanks for the reply, It is on a ssd drive, similar to you I have been building / repairing / modifying pc's for 30 years and usually can work things out myself but this is one I can't.

Yep to the tweaks, all my versions of windows are heavily tweaked

I was wondering, because since Windows was first released, many years ago now, there have been people (programmers/hackers) that have been coming up with ways to make it run better.
As first released, Windows is full of "Safe Defaults" and most of those can be modified or eliminated to increase system performance.
I've spent hours/days gleaning those little "tweaks" from the internet.
The strangest thing is that most "tweaks" that work on Windows XP will also work just as well on Windows 8.1 (which I'm currently running).
The things I do to a newly installed OS, to make it better, are too extensive and involved to detail here. I wish I could.
But you might try, just shutting down any "Services" that you don't really need.
I use the "Black Viper" website to get a list of Services that can be shut down, to speed up a system.
