Is there a command prompt command to run a file within a network? Such as shutdown -i [localip] etc..

One does not "run a file". Open can "open" a file, but that's executing an application and telling it to open that file.

Perhaps if you were more specific about what you mean.

What I mean is, to have 2 network computers. Use a CMD command to execute a file on that remote computer.

You will need to use SYSINTERNALS to do what you are wanting to do:
Sysinternals Suite

The PsExec tool is the one to run a cmd on a remote workstation.
