Recent Places always empty

I just noticed my Recent Places history is always empty now. Even when I right click the File Explorer it acts as if I just used CCleaner. What is causing this. And yes I made sure "Store recently opened programs" and "Store and display recently opened items in Jump Lists" are both on.

Any ideas?

EDIT: I ran CCleaner and Auslogics BoostSpeed then went in and out of one of my music folders. Right clicking the Explorer folder now shows that particular album folder. However recent places still shows nothing. Will update if it fixes itself. Suggestions still welcomed.

I'm guessing something similar to Auslogics BoostSpeed or some internal SysInternal or some XYZ-PC-slimmer/leaner utility has as a default of deleting Recent folder contents.
