Problems with DISM

(My apologies that I answer again, even though my previous reply in other thread apparently wasn't very helpful)
As I see from the log, you definitely have a problem with Servicing Stack (CBS):

Because of this, DISM /Online cannot work and cannot solve the problem. I have very few options to suggest: reinstall it or use System Restore to the date before this issue. Using the full system backup would be an excellent solution, but unfortunately too few people make such backups on regular basis. Maybe the more experienced in this area people can suggest more solutions.
