Problems encountered when trying to make a Recovery Drive

I am trying to create a Recovery drive for my PC. I have Win 8.1 with the latest Update. I have a completely empty 2GB USB flash drive.

When I go to Control Panel/Recovery/Create A Recovery Drive, I get a dialogue box telling me to connect a flash drive which I do. Despite the drive being 'recognised' by the PC, the 'next' box remains greyed out.

Huh? The fact that it's a USB 3.0 socket and the flash drive is USB 2.0, shouldn't make any difference so why is the 'next' box staying greyed out? Has anyone else experienced this problem?

Is it a SanDisk flash drive? I have some SanDisk thumb drives and they all show up as a Fixed disk instead of removable. Some utilities want one and not the other. For instance, The Windows 7 DVD Download Tool won't use my SanDisk thumb drives. My Kingston drives show up as removable media and work fine in that utility.
