It's the HUD Theme on Virtual Customs website, the blue version.. HUD regular is red.. But yes, it's free.. There's a Win7 and and Win8 version

If you theme your PC, careful with AeroGlass.. That thing screws with Win8/8.1 bad on some systems.. Before they ironed out some of the bugs, I went through 8 wipes before I gave up and waited til they smoothed out the themes for Win8.1.. It still doesn't work right for my system. I personally don't think it's needed, but I guess transparency behind windows and such would be cool. Just not worth wiping my PC for it

I found the website, but couldn't find the theme you'er using. However, there were plenty of others to view.
Right now I'm using the hc-midnight-blue theme and I like it a lot. I guess I'll stick with the theme I'm currently using.

I found the website, but couldn't find the theme you'er using. However, there were plenty of others to view.

It's just AeroGlass that does that.. DWM is not something that is native to Win8/8.1.. And all those extras you don't have to install.. I got them all but AeroGlass and they work great without it

Instead of Aero Glass you can use Transparency. Just make a copy of the icon and place it in in startup folder:

Place a shortcut on Start Screen​

To open start menu shortcuts folder:​

2. Press the Windows + R keys to open the Run dialog​
3. Copy and paste the path below into Run, and click/tap on OK.:
   ​
   %ProgramData%\Microsoft\Windows\Start Menu\Programs
4. This will open:
   
   Now you can place a shortcut(drag & drop) here and it will show up in
   your Apps Screen, you then will be able to pin it to start screen​
