Physical Office Security

My brother is renting a 10X10 office space between 4 other offices with a common hallway.
The business are individual and unrelated like insurance, novelty sales, tax etc.
Sometimes the secretary for the building owner can double as a receptionist but not always.
The door from the waiting room to the hallway is kept locked for security.
If the secretary is unavailable to open the door for customers they ring the LOUDEST buzzer

The office has a server and wireless which everyone uses. Every office has a computer.

My brother is looking for way to replace LOUD buzzer with

1. a motion activated camera in the waiting room that somehow sends a popup to every computer screen in the office
2. a speaker system to talk with the customers in the waiting room
3. a way to open door with computer from every office

That is a pretty expensive purchase. If they already have an Alarm monitoring company for the building alarm. They probably can give an estimate on what it would cost for camera's & DVR. As for a pop-up on the computers, they would have to be running some form of IM software that ties into the DVR.

Thanks. The building doesn't have security. The owner won't break for it.
Maybe it could be as simple as using Motion Detect app for Windows in the Windows Store and a cheap webcam with sound
But that doesn't place a popup on the computers

I don't recommend a pop up for each and every computer. How about only 2 computers near the front for that pop up?
Eight pop ups might mean: somebody else will get it...I can't stop my project...

That's a good point but on some days there might only be one person in the whole building.
I'm checking out this one ContaCam and a few of ContaCam Alternatives

Here's one idea, have one simple cheap computer that only runs programs that control the entrance to the company offices. Whoever is available and is the closest to front door at the moment the computer chimes -- quietly goes to front door and after vetting the person at the outside, lets that customer or vendor in.
