PerformanceMonitor.vbs can't start - access denied

Hi,

Recently upon boot I got the enclosed error message.
I don't really know what this means, yet it sure is some malfunction, how to fix it?

Can you goto that folder and delete the file

I don't know what this Performance Monitor does but I presume it has a function, wouldn't I cause more trouble if I just delete it?

Try taskamanger startup items and disable it

I don't understand why it's a solution to delete or disable a system file; I'd like to make it start and function as it is meant to.
