How to Fix and Restore PC settings and "Change PC settings" in Windows 8.1

This tutorial will show you how to restore PC settings on the Apps screen, and fix the "Change PC settings" link in the Settings charm :)winkey: + I) in Windows 8.1 and Windows RT 8.1.

You must be signed in as an administrator to be able to do the steps in this tutorial.

Here's How:

1. Double check to make sure that access to PC settings has not been disabled.

2. Press the Windows + R keys to open the Run dialog, copy and paste the path below into Run, and click/tap on OK.

3. Check to see if you have the PC settings (aka: Immersive Control Panel) shortcut. (see screenshot below)

4. Do step 5 or 6 below depending on if you already have the PC settings shortcut.


5. If you do have the PC settings shortcut, then go to step 7 below.

6. If you do not have the PC settings shortcut, then click/tap on the download button below to download the PC_settings.zip file below for a clean copy.
download
A) Save the .zip file to your desktop.​
B) Open the .zip file, extract (drag and drop) the Immersive Control Panel (aka: PC settings) shortcut to your desktop.​
C) Move the Immersive Control Panel (aka: PC settings) shortcut into the Programs folder in step 2. (see screenshot below step 3)​
D) If prompted, click/tap on Yes, Yes, Continue (UAC), Yes, and Yes to approve. (see screenshots below)​

E) Test to see if you are able to open PC settings now.​
F) If you are still not able to open PC settings, then go to step 7 below.​
G) If you are able to open PC settings now, then you're finished and can stop.​

7. Open an elevated command prompt.
A) In the elevated command prompt, copy and paste the command below, and press Enter. (see screenshot below)​

Note   Note
If you get the 0x8007064A error in quotes below, then it means that the Packages registry key below does not have System set as it's owner. For how, see step 3 in Option Four here. Afterwards, try again.

8. Test to see if you are able to open PC settings now.

9. If you are still not able to open PC settings, then see: Fix Store Apps and Tiles that are Not Working or Responding in Windows 8 and 8.1

I registered on this forum just to let you know after several days of searching through futile solutions: this one worked.

I had to go through each and every step you outlined but this is the only fix out of many attempted that was a success.

thanks this helped so much and why does this problem keep happing and why does Microsoft not fix this problem and thanks again normally I would of logged into an alternative account to fix this

Usually issues with PC settings happen when it's shortcut has been deleted from the Start Menu\Programs folder (step 2).

PC Settings app was not opening here, but the code typed in elevated command prompted worked. The same was happening with Windows Store, so I entered a similar command as instructed by the "How to Re-register the Store in Windows 8 and 8.1" tutorial, and it also fixed that issue. Thanks a lot, what would I do without these wonderful tutorials? :D

Since the missing C:\Windows\ImmersiveControlPanel\AppxManifest.xml file is a system file, see if running a sfc /scannow command may allow you to do this afterwards. :)

Is there a way that I can get my machine to allow me to use an external monitor while I am in Windows repair so that I can perform a refresh? It's strange since I can run a live cd like GParted and it shows up on the external, but Windows setup, nor Windows repair will show up on a monitor.

If you haven't already, you could try doing a system restore using a restore point dated before you had this issue.

Tried that as well. I think the problem is that some Windows components were left out of my original install. I used WinReducer for the install with a Win 8 Iso so that I could set up an unattended install (due to the broken screen). I was able to see just enough on the screen to install Windows, but unfortunately, it looks like WinReducer removed some components that I did not want it to. At least the PC is working, so I'm thankful for that.

"powershell" is not recognized - Windows 8.1

My PC Settings apps has stopped working and I wanted to use this command to see if it would fix it.

I have tried multiple times to use this but I get an error that says ""powershell" is not recognized as an internal or external command, operable program or batch file."

Does anyone have any suggestions on how to fix this?
