Norton Internet Security Online - Quick Scan Issue

Perform a cold boot then try.

I took a fast glance on the Norton Forum and it is a common problem. Some have had results uninstalling it via the Removal Tool and reinstalling it.
 
I have Norton Internet Security Online. It will not let me do a quick scan. Shall I contact my ISP for help or contact Norton forums? Or can anyone on here help me?
Have you tried selecting HELP on the Norton Security window then select Get Support. I will run a quick check of the installation and can fix some problems if they aren't too serious.

I just replaced Norton 360 with Norton Security on 2 Desktops and my Laptop 2 days ago and have not experienced that issue.

Otherwise, I agree with the suggestion above to try uninstall and reinstall.

Restarts generally help with Norton- I couldn't do a scan once because it needs a proper restart every so often and Fast Startup interferes in that process.
