No icons on desktop after restart for few seconds

i have a weird problem with my pc, i have freshly installed windows 8.1, fully updated, really few softwares installed and my problem is, when i start or restart pc, it boots up pretty quickly to the desktop, but there are no icons visible on the desktop for ± 5 seconds , i can see the background, mouse cursor ( it also moves if i move with mouse ) and use firefox icon, which is attached to the start panel, not really big deal, but i hadnt this problem before windows reinstall ( i reinstalled because i had often freezes after start/restart and i plan to move to win 10, so i wanted to clear my installation )
any ideas why this is happening ?
i7 3770, gtx 980, 8gb 1600mhz ram, samsumg 840 evo 250gb ( latest firmware installed )

Same thing happens with my 8.1 Pro setup - but it's intermittent, not every time the system is booted. My assumption is some startup system process took a little longer "than expected" so some other system process that finds and displays icons gets delayed. Since everything "eventually" ends up where it's supposed to be and there aren't any significant errors in the various log files, I just live with it.

I don't remember when I first noticed it though I, too, "recently" did a "repair install" of 64-bit 8.1 Pro thus my current operating system instance is rather new - at least in parts.

But things like Malwarebytes and Avast regularly get updated, often with strange side-effects. And there have been a gajillion Windows updates that I've said "yes" to as well, any of which could have changed startup timing, etc.

So whenever this happens, not often, I might watch it in interest but don't actually care much that it does happen. As my ID readily shows, I consider Windows to be ... broken software ... so sometimes expect things like this.

i tried new instalation for the fun, everything ok, updated win 8 to win 8.1 ( i have legal copy of windows btw ), installed all updates, everything ok, no issues i described above, untill i installed samsung magician 4.7 ( the latest ) and set maximum performance option and restarted, after restart, the icon dissapearing happens again... i ll try toying with samsung magician performance settings but i dont hope for much success
