Solved No icon on desktop

When it boots up, there is no icon on the desktop. The icons show up if anywhere on the desktop or the start button is clicked on by the mouse.
I ran in-place upgrade and the problem is gone, but a new problem of IME not shown at the system tray happened so that I can no longer write in any other language other than English.
Any suggestion to resolve no icon on the desktop or no IME on the system tray?
BTW: StartIsBack is installed.

I regret to inform that I forgot how I resolved the problem and could not find any record of how it was sorted out.
