.NET Framework 3.5 will not install.

I'm trying to install the .NET Framework 3.5
When I enable it in Programs and Features, it starts installing, and stops when it gets here.
It's been like this for a few hours.

I tried the offline installation, that won't work for some reason.

do you have windows setup media? insert your windows 8/8.1 setup media and run this from command prompt(admin)
this command assumes your setup media is drive K - change drive letter to suit your system..

Dism /online /enable-feature /featurename:NetFx3 /Source:K:\sources\sxs /all /LimitAccess

I seen that thread too.. It needs Admin privileges to run anyway.. I wonder why he does not have admin account

Hey now, that's an issue on my other computer that was recently given to me that I won't be able to reinstall for a while. This thread is on the computer I do have rights for.
Why is it you do not have a Admin account?
How many user accounts you have on PC?
Did this PC come with windows 8 / 8.1?
