.NET 3.5 error 0×800F0922

I recently refreshed my windows 8.1 installation, and .NET 3.5 is unable to activate, showing the error listed above. I have tried to refresh again, activated through downloading .NET 3.5 and through activating windows features, to no avail. I have tried all types of command prompts I found online, such as SFC /scannow, dism /online /cleanup-image /restorehealth, and enabling and disabling the feature. I have also tried the microsoft .NET repair tool.
The dism logs are attached.

Thanks, I tried this, but it came up with an error in cmd. Any other ideas?
