Need help activating W8, error code oxC0000022

Hello, I can not activate windows 8 on my sister's computer. It is a genuine license, she bought the laptop in US at walmart.
When I want to activate it gives me error code oxC0000022 and error description: {Access Denied} A process has requested access to an object, but has not been granted those access rights.

I can't activate by phone since it won't give me that option.

Also, I tried to run windows update because apparently she hasn't even updated to windows 8.1, it passed more than an hour updating and rebooting the machine, at the end it said it couldn't update and it restored the computer back.

It sounds like there are permission issues due to some corruption in your installation. I've seen this happen a couple of times, and even though there is a chance you could just fix it, I recommend creating fresh installation media using the tool from Microsoft's website and re-doing the installation.
 
Create installation media for Windows 8.1 - Windows Help

Download and run that tool. Select the appropriate Windows 8 version. As long as you didn't disable Secure Boot, it should read the key automatically and activate while online. You'll know it worked if you get to the point in the installation where you are asked to accept the license agreement without being asked for a key.
 
Seems the licencing service has a problem running the dependant service RPC.

Try running services.msc

Look for Remote Procedure Call (RPC) - it should be running with an Automatic startup ( NB this service can't be started manually) but run a command promt as admin with : C:\Windows\system32\svchost.exe -k rpcss

Check if it starts then try activation again.

But as qtschris has stated - permissions are hard to fix without a re-installation.
 
I did as you said Superfly but results are the same. Also, that service RPCSS was running already and in automatic startup type.
Any other solution please?
If I do as you say qtschris I have to create a backup of my files or will it be created with that tool?
 
That tool only creates the installation media, if you want to keep files you can back up them manually or use a third party program.
