My computer Crashes on the metro screen upon start up!

Hey guys, So I have been running Windows 8 for about 3 months now and i have encountered a problem. My computer starts up fine and I can log in but when it loads onto the metro screen for the first time it crashes. I can still move my mouse. I have tried CTRL+ALT+DEL and clicked on task manager but nothing happens. Sometimes I get an error pop up saying something is wrong with my PC and the search the internet for 'RESOURCE_NOT_OWNED'. Please could you help :D

    has switchable - Intel/ATI - Used wrong drivers, now ATI card is inop :( Will have to fix it soon!

    Touchscreen on laptop/32" Toshiba on HDMI (laid the Sharp TV on a mouse and cracked the screen!)

    One Samsung 1tB drive - 5400 rpm. Gonna switch to a 7200/10000 rpm or an SSD (if I can find $500 for a 1tB SSD!)
