Move partition to the left that is more than 1/2 the disk

I have a bay trail tablet running windows 8.1 with a 32GB eMMC. It has 5GB as recovery, 9GB as Android and 14.5GB as Windows. I can't seem to move the 14.5GB Windows partition to the left of the Android partition so I can delete and extend the Android partition. Do I have to reinstall Windows just to get that extra 9GB?

Also, I don't really care about backing up the tablet because it's a new install.

You can try to extend the Android partition with the bootable CD of Partition Wizard:
