Modify Windows application backgrounds

What I'd like to do is change the default white background in my browsers and applications. I've used utilities like WindowBlinds etc but they don't do it. Isn't there a simple setting somewhere please? As you read this, you are seeing black text on a bright white background.

Not much you can do about it. :(

I have WindowBlinds.
Various Skins have different colors.

I feared as much. Changing the way a browser renders a website would be fraught with difficulties thinking about it. I might give WB another go. Not used it for a while.
