Malfunctioning Mouse (8.1)

Malfunctioning doesn't do the issue a bit of justice... It's going haywire! I'd drug-test it if I could --- but it's not a constant issue. Sure, it took quite a few hours before all heck broke loose. I tried changing my wireless mouse's USB remote's position/port (all 4 ports tried) and even tried changing the mouse. The issue still persists. The touchpad works fine, so I'm wondering what exactly is going wrong and how it can be repaired.

** additional note ** I noticed after some time messing around with different mouses and programs that it only becomes a severely annoying/hindering issue while I'm working with a program called "PaintDotNet". However, Gimp doesn't cause this issue.
