Looking for something similar to FileBot but free and for Windows 8.1

Okay so here is what is going on I want to rename all of my Anime Series Episodes and include there Episode Titles. But its not possible with the computer that I'm currently working on unless I rename each and every file one at a freaking time. Its very time consuming and frustrating. I can't use FileBot on Windows 8.1 anymore plus I don't no of any other programs. Plus give me any tips and advice you have. And no I don't use plex. I just use a flash drive and VLC media player.

Any help would be greatly appreciated. Thank You.
