Solved!
I received my free Windows 8 Media Center key and installed it.
Once it was installed, I noticed a tile way on the far right of the interface formerly known as Metro called "OpenGL Extensions".
I clicked on that and it installed OpenGL 2.1 on the Intel video driver and the app that needed OpenGL support now works fine.

I wish this update was for the Intel Atom-based D2500 and D2700-based motherboards. The Intel drivers are 32bit only, so I have to load the 32bit versions of Win7 and Win8. No 64bit drivers for onboard video from Intel and there is only one PCI expansion slot...
