Laptop stuck in reboot loop

Have a laptop with windows 8.1 that when you unplug the power supply it shuts down then tries to reboot over and over until you reconnect the power supply. I have changed the cmos and main battery, still the same problem. I have formatted and reloaded it, still the same problem. Seems to run fine as long as it is connected to power supply.

what kind of laptop do you have?
perhaps change the ram/memory chips or install a new hard drive
