Language Packs not installing

OK,
So I'm in college studying German and my teacher says I should set my language of my PC to German, so I get more practise in real life but when I download the German Language Pack, it hangs on the Installing page (screen shot attached)
Is there a way to fix this?
Many thanks
Regagu

Make sure you don't have Windows 8 single Language Edition.

Then go to the Charms Bar (upper right corner of your monitor) and click Settings. The very last one will be language.

Hi there
You need at least W8 PROFESSIONAL to install Language packs -- can't do on HOME Premium I'm afraid -- so what you could do is download Windows 8.1 as this is at the PRO level and use that either as a Virtual machine or on your main machine.

Cheers
