Yes it is an update for Windows Defender.
I went to the website you indicated (thank you) but when I tried to download the update I got an error message saying Windows Defender was off. (see attached). When I clicked on start it said the app was not in a state to be started.

I'm in 8.1 and I have Avast installed. Could that be the reason?

Yes, when any third party virus application is installed, Defender is disabled...

Usually when any third AV is installed you shouldn't get WD updates anymore.

How can I tell Windows Update to add this update to the "ignored" optional updates so it doesn't present itself every time I restart the pc? Is that possible?

I have also noticed that KB2267602 is showing up in windows update from today.
Beats me why because I have had Avast installed from day 1 on this computer, although I have just updated to their latest release (.2215) over the weekend.
I wonder if the current Avast release has triggered the Defender update somehow ??
I think I will ignore it for now and hope it 'disappears'.;)

I'm the op. My situation is identical to yours. I too have used Avast since day one and this is a new event.

I found a solution that works. I disabled Defender permanently. Here's the website that explains how to do it.

You have to have administrator rights for some of these steps. Autostarts used as administrator worked for me.

Updates for Defender disappeared.

However the thing I can't work out is how to change some of those setting in services.
I have never really understood all this administrator stuff, but I thought i was administrator of my local account.
So in the meantime, I think I'll just ignore the update because I am fairly certain it is peculiar to the current version of Avast.
I updated two identical PC's on the one day and both immediately threw up the Defender update.
I'll check on the Avast forum whether anyone else has noticed this.

Most of the people who own a computer are administrator, but sometimes you just have to confirm it.
As administrator you have more access to files than those who aren't, the easy way of explanasion;).
