Adobe don't list the requirements for anything that old. Their list only goes back as far as Photoshop Adobe Elements 13. That can run on Win7/`Win8.

Officially Photoshop Elements 14 was the first to support Windows 10.

Adobe and Microsoft have worked closely together to test Elements applications for reliability, performance, and user experience when installed on Intel-based systems running Windows 10. Photoshop Elements 14, Premiere Elements 14, and later versions are compatible.

However, Photoshop Elements 9 has worked on Windows 10, after a few false starts. So you may be lucky.

Well, perhaps third time is a charm. I tried installing from the disc this morning and it worked; no error messages. I just opened it and moved a photo over and it seems to be okay. Soon I'll have the opportunity to see what, if anything, didn't load on this new W10 machine.
